Regular meeting of County Board – due to technical issues, Chair called meeting to order at 9:30 AM instead of 9:00 AM – all members present.
Franzen/Barrows - to approve minutes of 07/28/20 regular County Board meeting. Motion Passed [Unanimous]
Brekken/Houge - to appoint Steve Barrows as Chair & Doug Houge as Vice Chair for remainder of 2020. Motion Passed [3 to 2], Franzen & Koering nay.
Brekken/Houge - to approve agenda of 08/11/20 regular County Board meeting. Motion Passed [Unanimous]
Franzen/Brekken - to approve consent agenda. Motion Passed [Unanimous]
Dan Larson, MRC Executive Director, gave update on Minnesota Rural Counties.
Due to technical issues, Chair recessed meeting until 11:00 AM.
2020 Camp Ripley Update - Cancelled due to technical issues & will reschedule.
Franzen/Koering - to give consent for The Mississippi Headwaters Board & The Trust For Public Land to purchase fee-title acquisition of 65-acre property known as Mississippi Headwaters Habitat Corridor Project - Gilbert Lake Addition & to convey it to DNR to be managed as Aquatic Management Area. Motion Passed [Unanimous]
Houge/Brekken - to approve Resolution regarding Greenwood Lake Tax Forfeit Parcel Acquisition. Motion Passed [4 to 1], Koering nay.
Franzen/Koering - to table grooming of cross-country ski trails discussion until Land Services Director can present Board with detailed report. Motion Passed [Unanimous]
Koering/Franzen - to approve conceptual plan for lease agreement with Cuyuna Range Conservation Club for shooting range on tax forfeited property located in Irondale Township & City of Trommald; to direct staff to put draft lease agreement & map of shooting range property out for 30-day public comment period to solicit any neighborhood issues or concerns; to direct staff to send out mailing to property owners within half-mile radius of property; & to direct staff to contact two municipalities to inform them of this action. Motion Passed [Unanimous]
Franzen/Houge - to schedule on-site public meeting to be held 09/30/20 at 9:00 AM to examine proposed cartway for Nelson Preserve in part of Sec 34, Ross Lake, & part of Sec 3 & 4, Unorganized Territory Second Assessment District; to schedule public hearing to be held 10/13/20 at 9:05 AM to consider establishing said cartway. Motion Passed [Unanimous]
Houge - to approve acquisition of Potlatch property by The Conservation Fund as part of project Protecting Strategic Forestlands Near Camp Ripley, with said property to be donated to Crow Wing County. Motion died for lack of second.
Franzen/Houge - to add Dell & Scottsdale Nisswa Project & Outside Crosby CAF II Project to contract with Consolidated Telecommunications Co. (CTC), both of which serve COVID-related purposes of expanding broadband access for distance learners, remote workers, & telemedicine within Crow Wing County, to be paid with Crow Wing County's CARES Act allocation; CTC shall guarantee any subsequent repayment obligations. Motion Passed [Unanimous]
Directed County Administrator to schedule Special Committee of the Whole meeting for 09/01/20 at 9:00 AM & set up interviews for at-large position on Natural Resources Advisory Committee to be first on agenda.
Franzen/Koering - to appoint Joshua Voller to replace Mike Domin as City of Deerwood representative on Serpent Lake Sanitary Sewer District Board of Directors for term expiring 12/31/22; prepare Certificate of Appreciation for Mr. Domin for his service to Crow Wing County. Motion Passed [Unanimous]
