After hearing some residents are intimidated by members of some Lake Shore committees, council member Vicki LaMere on Monday asked the mayor to write a letter to each committee, outlining committee members' jobs.
Committee members are appointed to perform a job and make recommendations, LaMere said. Their personal opinions aren't appropriate within their committees because those opinions can be considered offensive at times, she said.
Mayor John Terwilliger agreed to write a letter.

Flu shots will be given from 10 to 11:30 a.m. Nov. 5 at Lake Shore City Hall for $20.
Permits
The city issued six permits in September for a valuation of $1,333,000, compared to seven permits issued in September 2006 for a valuation of $1,706,000.
September permits included three for dwellings, one for a residential addition, two for accessory structures, four for decks/porches/patios and three for septic systems.
To date this year, 66 permits have been issued for a valuation of $8,340,918, compared to 36 permits issued by this time last year for a valuation of $6,798,275.
Public safety
The police department received approval to buy a 2008 Ford Crown Victoria police package for $22,885 to replace a 2002 Crown Victoria that has more than 123,000 miles.
Police Chief Steve Sundstrom reported that administrative citations have brought in around $3,000 with nearly 100 percent participation by those cited for offenses.
The council adopted an administrative fines ordinance in July. The fines collected go into a public safety fund within the city's general fund; fines are about half the price of state fines; and the offense doesn't go on the offender's record.
Sundstrom reported his department recorded 145 incidents from Sept. 25-Oct. 21, including 98 traffic-related incidents and 47 miscellaneous incidents.
Traffic incidents included 46 speed warnings, 18 speed citations, 21 miscellaneous traffic warnings and one DWI arrest.
Other calls included six public assists, five medicals, four residential alarms. Lake Shore police assisted Cass County eight times; Nisswa, five times; and Crow Wing County, one time.
In other action, the council:
Agreed to close city hall on Friday, Nov. 23, the day after Thanksgiving.
Accepted the resignation of Sherry Rafferty and appointed Linda Gettelman to the park and recreation committee.
Recommended approval of the Phase 3 agreement with Wenck Associates to study Lake Margaret, adding a completion date of on or before May 1.
Approved an additional 12 hours of vacation for Jim Thomes, public works director, after having conducted his performance review.
