Johnson: What can be done about harassing dogs?

I am a resident of Pequot Lakes for many years. I have a friend in her 80's who lives on Bell Street. Fortunately, she is able to be out in her yard to work with her flowers and hang out laundry, etc.

Several times in the last one to two years she has been harassed by a couple big neighbor dogs who "get loose" and charge her.

She has been fearful and terribly upset at these incidents, dropping laundry, plants, whatever she was doing. The owner calls the dogs back, but the damage is done.

My mother, who is 87, lives on the next street and, unfortunately, the dogs are directly behind her. They have come aggressively into her yard also.

She does not go into her back yard unless the dogs are inside. They are not friendly, they are not socialized, barking wildly at anyone who walks within their line of sight.

This is blatant irresponsible dog ownership. If the dogs were walked a mile or two every day they would perhaps not be dangerous and unsocialized and pathetically bored.

I remember two similar dogs a few years ago across from Sibley Terrace who harassed anyone walking in the area. After complaints from walkers they finally harassed a woman using a walker. She was told to carry a can of spray paint to mark the offending dog.

Anyone using a walker needs to use his/her hands to keep balance and shouldn't have to spray paint a dog to get help!

What can be done here?
