Regular meeting of County Board - 9 a.m. - all members present.

Thiede/Houge - approved minutes of 1/26/10 regular County Board meeting as amended. Motion passed 5 to 0.

Franzen/Houge - approved agenda of 2/9/10 regular County Board meeting as amended. Motion passed 5 to 0.

Houge/Thiede - approved consent agenda. Motion passed 5 to 0.

County Administrator informed Board that Crow Wing, Morrison & Cass Counties received County Conservation Award presented by Association of Minnesota Counties & Minnesota Board of Water & Soil Resources for Camp Ripley Army Compatible Use Buffer Program in recognition of leadership, innovation & excellence in protecting or improving natural resources.

Tabled request of Ross Lake First Responders to fund purchase of AED unit to be placed in Dean Lake area. Directed County Administrator to schedule Town Meeting for Unorganized Territory Dean Lake & place issue on agenda.

Nystrom - to approve payment of no load miles to volunteer drivers for months through 4/30/10 pending further discussion with Department of Human Services regarding options. Motion died for lack of second.

Thiede/Franzen - approved Resolution #2010-10: Authorized Agent for Community Health. Motion passed 5 to 0.

Received Community Services Director's report.

Thiede/Houge - granted 66' private ingress/egress easement to Robert M. Adam & Sherrie Adam & Barbara L. Gervais & Patrick J. Gervais crossing over tax forfeited land in Sec. 14, Crosslake. Motion passed 5 to 0.

Houge/Thiede - accepted Land Exchange Application & fee submitted by John Vukelich involving land in Sec. 15, Ross Lake; classified tax forfeited land to non-conservation status; withdrew tax forfeited land from Ross Lake Memorial Forest; authorized Purchasing Agent to secure appraisal services with appraisal costs to be shared equally. Motion passed 5 to 0.

Kirk Titus informed Board that Crow Wing County achieved dual certification on forest lands.

Nystrom/Houge - approved Planning & Zoning consent agenda items. Motion passed 5 to 0.

Thiede/Houge - approved petition of Potlatch Trs Minnesota, LLC for zoning map amendment request to amend Official Zoning Map from Green Space to Agriculture involving approximately 40 acres in Sec. 29, Mission. Motion passed 5 to 0.

County Attorney excused himself due to conflict of interest with next agenda item.

Thiede/Franzen - approved petition of Dan Rieland "Pines on Pelican" for final plat approval for 11 lots involving approximately 22 acres in Sec. 24, Pelican. Motion passed 5 to 0.

Houge/Thiede - approved petition of John & Mary Sours & Roy & Katie Palagi "Sours Addition" for final plat approval for 3 Rural Residential 5 lots & 9 Rural Residential 2.5 lots involving approximately 42.5 acres in Sec. 29, Lake Edward. Motion passed 5 to 0.

Franzen/Houge - approved Resolution #2010-14: Assignment of Authority & Duties of County Assessor, County Land Commissioner, & County Zoning Administrator & County Planner. Motion passed 5 to 0.

Report given by County Administrator on behalf of Senior Management Team.

Nystrom/Franzen - approved sending delegation of 3 consisting of County Engineer & 2 Commissioners to Transportation Alliance Fly-In in Washington D.C. on June 8-10, 2010. Motion passed 5 to 0.

Chair made citizen committee appointments, as on file in County Administrator's Office.

County Administrator discussed possibility of having youth participate on County committees.

Thiede/Houge - adjourned at 11:25 a.m. Motion passed 5 to 0.
