Olson: Updated budget forecast underscores need for honesty in process



With last week's release of updated budget forecast numbers, Sen. Mary Olson, DFL-Bemidji, said the projections once again underscore the need for honesty and openness in the process of dealing with state finances.

On Feb. 28, state economists updated the budget forecast first revealed in November, with a slightly lower projection for new revenue than was projected four months ago.

"The economic picture reveals that available revenues are limited in scope and that fiscal restraint is going to be vital in the coming months," Olson said. "The state and national economy remain unstable and unpredictable. With the housing market down and an employment picture that looks worse than just a few months ago, we've got to proceed with caution when setting the state's budget."

Olson said that by refusing to account for inflation, the governor is touting an economic picture that gives a false picture to voters, which makes it more difficult to deal with state finances and budget priorities.

"As legislators, we need transparency and honesty in the budget process because Minnesotans deserve to know the real story of how much money we have, how much we can spend and what can be realistically expected in terms of revenues and spending in the coming year," said Olson.

In addition to revealing the budget numbers, state economic experts expressed some concerns about the state's financial health, and questioned whether the state has enough money in reserves to weather an economic downturn.

"Economic experts are asking us to put $600 million into budget reserves to ensure Minnesota has a safety net in case of a dramatic economic downturn," Olson said. "The governor has only included $47 million for that purpose in his proposed budget."
