Why do predator animals always lose?

Yes, the moose population is in trouble on the peninsula but there are a number of things causing the decline, like the habitat going from good to bad, overharvest from hunting legally and illegally, and motor vehicles killing moose on the highways in the winter. Also, you have animal predators like wolves, black and brown bears, but now days, black bear numbers are down and brown bear numbers are up and yes, wolves kill moose but with brown bear numbers up they are the ones killing more moose then the wolves.

Why is it when man comes into conflict with animal predators, especially with the wolves over the same prey animals, the animal predators always lose out by the means of predator management?
