Arrest made in Duluth shooting death

Jamal Tyshawn Jackson arrested for second degree intentional homicide in connection with the Sept. 1, shooting death of Scott Allen Pennington, 31.

DULUTH — A 25-year-old man was booked into the St. Louis County Jail on Monday, Sept. 3, on suspicion of second-degree murder related to the shooting death of Scott Allen Pennington in downtown Duluth over the weekend.

Jamal Tyshawn Jackson was arrested in Hennepin County on an unrelated warrant on Sunday, Duluth police said in a news release, before being transferred to St. Louis County. He was being held without bail and awaiting formal charges.

Pennington, 31, died Saturday morning after a shooting on the 100 block of West First Street reported just before 1 a.m.

Police previously said the shooter and the victim knew each other, and the shooting was not random.
