Council discusses personnel matters

According to draft meeting minutes from the Fifty Lakes City Council meeting March 12, the council discussed personnel matters including staff health insurance, the role of the personnel committee and cost of living adjustment (COLA) for staff.

The draft minutes show that council member Jodie Schrupp informed the council the personnel committee was confused on its duties, so Schrupp prepared a draft policy the committee will review and bring back to the April meeting with comments.

The council also had discussion over health insurance and benefits, including what percentage would be required for employees to pay. The council agreed to further review the policy with the understanding that employees will be required to pay at least 10 percent of their policy, draft minutes state.

Discussion also included removing part-time bartenders from the insurance policy, and whether to discontinue dental insurance and the possibility of creating a health savings account. The council didn’t make any decisions on the matter March 12, but decided to discuss the matter again in April.

Schrupp commented that the personnel committee will be working on a step system, the draft minutes state. The city has budgeted for COLA for employees for the past three years, but has not given COLA to employees since 2010, when wages were frozen.

Draft minutes noted that all council members were in attendance except council member Les Degner, who was participating via Skype, but did not vote.

In other business March 12, the council:

• Regretfully accepted the resignation of Eldon Lee, maintenance supervisor for the city, who is retiring. The council agreed to advertise the position vacancy in local newspapers. Lee’s last day is April 30.

• Signed a resolution of support for the Crosslake and Pequot Lakes libraries for materials funding from the Kitchigami Regional Library System.

• Authorized the purchase and installation of a new water meter for city hall and the liquor store, with cost not to exceed $300.

• Authorized sale of the city’s backhoe for $24,900 or best offer.

• Approved the city’s audit report from Mathias C. Justin, Ltd. City Clerk Karen Stern commented on two significant deficiencies — internal controls and comprehensive fund balance policy. Draft minutes note that the council was informed by the auditor to continue monitoring and evaluating all internal controls for the municipal liquor store and the requirement for the city to create and adopt a fund balance policy.

• Decided to participate in the city of Emily’s clean-up day in September.

• Approved the purchase and installation of a siren control for the outdoor warning siren for $570.75.
